mi-novembre 2021, un \u00e9pisode fluvial atmosph\u00e9rique extr\u00eame a provoqu\u00e9 des inondations qui ont caus\u00e9 des dommages consid\u00e9rables aux couloirs de transport, \u00e0 l&#8217;infrastructure des pipelines et aux communaut\u00e9s de toute la Colombie-Britannique. Bien que les d\u00e9g\u00e2ts aient \u00e9t\u00e9 consid\u00e9rables dans de nombreuses r\u00e9gions &#8211; quatre ponts se sont effondr\u00e9s rien que sur l&#8217;autoroute Coquihalla (autoroute 5) &#8211; nulle part n&#8217;a \u00e9t\u00e9 plus durement touch\u00e9e que l&#8217;autoroute 8, une autoroute de 60 km de long qui longe la vall\u00e9e de la rivi\u00e8re Nicola, reliant les villes de Merritt et Spences Bridge dans l&#8217;int\u00e9rieur aride de la Colombie Britannique.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">De fortes pluies se sont abattues sur deux bassins versants affluents et la rivi\u00e8re Nicola a atteint un d\u00e9bit maximal estim\u00e9 \u00e0 750 m3\/s, ce qui repr\u00e9sente plus du double du d\u00e9bit le plus \u00e9lev\u00e9 enregistr\u00e9 au cours de ses 60 ann\u00e9es d&#8217;existence. Pendant cette p\u00e9riode, le minist\u00e8re des Transports et des Infrastructures de la Colombie-Britannique (MoTI) a demand\u00e9 \u00e0 BGC d&#8217;\u00e9valuer le risque de fermeture de l&#8217;autoroute en raison de dangers hydrotechniques et g\u00e9otechniques sur toute sa longueur. L&#8217;\u00e9valuation soutient les d\u00e9cisions de remise en \u00e9tat des routes du MoTI dans le contexte d&#8217;autres risques g\u00e9orisques et informe les crit\u00e8res de conception des mesures d&#8217;att\u00e9nuation (par exemple, les flux de conception pour le blindage des berges). En nous basant sur les donn\u00e9es partag\u00e9es par les clients du secteur des transports, des pipelines et des communaut\u00e9s de BGC dans le m\u00eame corridor, nous avons consid\u00e9r\u00e9 une s\u00e9rie de g\u00e9orisques : chutes de pierres, glissements de terrain, \u00e9talements de terre, coul\u00e9es de d\u00e9bris, inondations de d\u00e9bris, inondations d&#8217;eau claire, avulsion et \u00e9rosion des berges. Nous avons ensuite utilis\u00e9 un mod\u00e8le probabiliste bas\u00e9 sur la physique pour estimer la probabilit\u00e9 que l&#8217;\u00e9rosion des berges atteigne la route lors d&#8217;inondations allant d&#8217;une probabilit\u00e9 de d\u00e9passement annuel (PEA) de 5 % \u00e0 0,5 % sur les 47 km de l&#8217;autoroute jug\u00e9s sensibles \u00e0 l&#8217;\u00e9rosion. Le mod\u00e8le d&#8217;\u00e9rosion des berges suppose que l&#8217;\u00e9rosion dans les rivi\u00e8res \u00e0 lit de gravier commence lorsque le mat\u00e9riau grossier du lit de la rivi\u00e8re est mobilis\u00e9, entra\u00eenant la d\u00e9stabilisation du lit et des berges, et que l&#8217;\u00e9rosion se poursuit jusqu&#8217;\u00e0 ce que ce mat\u00e9riau grossier soit red\u00e9pos\u00e9. Les principales donn\u00e9es d&#8217;entr\u00e9e comprennent les contraintes de cisaillement d\u00e9riv\u00e9es de la mod\u00e9lisation hydraulique et les granulom\u00e9tries estim\u00e9es par notre \u00e9quipe de projet sur le terrain. Les affleurements rocheux observ\u00e9s, ainsi que les blindages tels que les enrochements, sont \u00e9galement utilis\u00e9s pour modifier l&#8217;\u00e9rosion pr\u00e9vue.<\/p>\n<\/p>\n<p><strong>L&#8217;\u00e9rosion des berges a \u00e9t\u00e9 consid\u00e9r\u00e9e comme le plus grand risque pour la route 8 parmi les g\u00e9orisques pris en compte.<\/strong>  Pendant le sc\u00e9nario d&#8217;inondation &#8220;de conception&#8221; de 1 950 m3\/s (c&#8217;est-\u00e0-dire l&#8217;inondation corrig\u00e9e du changement climatique avec une PEA de 0,5 %, ou une p\u00e9riode de retour de 200 ans), nous avons estim\u00e9 que 17,5 km de l&#8217;autoroute avaient une probabilit\u00e9 de 25 % ou plus d&#8217;\u00eatre touch\u00e9s par l&#8217;\u00e9rosion des berges. La dur\u00e9e totale de la fermeture est estim\u00e9e \u00e0 670 jours, soit pr\u00e8s du double de la dur\u00e9e de la fermeture en 2021-2022. En outre, parmi les vingt sites \u00e0 haut risque identifi\u00e9s, quatorze \u00e9taient li\u00e9s \u00e0 des risques d&#8217;\u00e9rosion des berges.  <\/p>\n<\/p>\n<p>Le travail de BGC sur l&#8217;autoroute 8 a aid\u00e9 MoTI \u00e0 adapter les crit\u00e8res de conception des autoroutes \u00e0 un climat changeant. Le d\u00e9bit de 0,5 % AEP (200 ans) sur la rivi\u00e8re Nicola (1 950 m3\/s) a un d\u00e9bit de plus du double du d\u00e9bit de crue estim\u00e9 en 2021 (750 m3\/s), en raison de l&#8217;augmentation pr\u00e9vue des \u00e9v\u00e9nements atmosph\u00e9riques et fluviaux li\u00e9s au changement climatique. Des d\u00e9bits aussi \u00e9lev\u00e9s font qu&#8217;il n&#8217;est pas pratique &#8211; et \u00e9cologiquement ind\u00e9sirable &#8211; d&#8217;appliquer la norme traditionnelle de MoTI d&#8217;un d\u00e9bit de conception de 200 ans avec le changement climatique. Soutenu par la communication de BGC tout au long du projet, MoTI a d\u00e9fini des crit\u00e8res de conception qui ciblent la crue de r\u00e9f\u00e9rence, ou une approche fond\u00e9e sur les risques pour ajuster les crit\u00e8res lorsque la conception en fonction de la crue de r\u00e9f\u00e9rence pose des d\u00e9fis d\u00e9raisonnables. Ce processus a permis d&#8217;\u00e9voluer vers une prise de d\u00e9cision fond\u00e9e sur les risques, tout en restant conforme aux normes minist\u00e9rielles existantes.<\/p>\n<\/p>\n<p>De nombreux
