fund them, and it is this objective that has them considering the effects of climate change the most.\n<\/h2><\/div>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c7771fb elementor-widget elementor-widget-text-editor\" data-id=\"c7771fb\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>La r\u00e9silience est d\u00e9finie par l&#8217;Administration f\u00e9d\u00e9rale des autoroutes des \u00c9tats-Unis comme &#8220;la capacit\u00e9 d&#8217;anticiper, de se pr\u00e9parer et de s&#8217;adapter \u00e0 des conditions changeantes et de r\u00e9sister, de r\u00e9agir et de se remettre rapidement des perturbations&#8221;. BGC sait que le secteur des transports reconna\u00eet que de nombreuses menaces sont li\u00e9es au changement climatique. Les processus de changement climatique et les conditions m\u00e9t\u00e9orologiques extr\u00eames repr\u00e9sentent des facteurs de stress de plus en plus importants pour les services de transport et les compagnies ferroviaires. Elles sont d\u00e9j\u00e0 r\u00e9guli\u00e8rement confront\u00e9es \u00e0 des fermetures, des r\u00e9parations et d&#8217;autres cons\u00e9quences li\u00e9es aux risques g\u00e9ologiques et aux conditions m\u00e9t\u00e9orologiques extr\u00eames. L&#8217;exposition aux g\u00e9orisques et aux intemp\u00e9ries pendant la dur\u00e9e de vie d&#8217;un actif entra\u00eene une d\u00e9t\u00e9rioration et une baisse des performances. Alors que le changement climatique accro\u00eet la fr\u00e9quence et l&#8217;ampleur de nombreux g\u00e9orisques et ph\u00e9nom\u00e8nes m\u00e9t\u00e9orologiques extr\u00eames, nous constatons que les effets cumul\u00e9s de ces risques acc\u00e9l\u00e8rent le processus de d\u00e9t\u00e9rioration de nombreux \u00e9quipements de transport.  <\/p>\n<p>Les effets du changement climatique observ\u00e9s r\u00e9cemment continuent de mettre en \u00e9vidence la n\u00e9cessit\u00e9 de disposer d&#8217;infrastructures de transport plus r\u00e9sistantes. Les coul\u00e9es de d\u00e9bris de Glenwood Canyon en juillet 2021 dans le Colorado, qui se sont produites au-dessus de la zone br\u00fbl\u00e9e par l&#8217;incendie de Grizzly Creek en 2020, ont \u00e9t\u00e9 d\u00e9clench\u00e9es par des orages d&#8217;\u00e9t\u00e9 avec des pr\u00e9cipitations intenses. Cela a entra\u00een\u00e9 la fermeture compl\u00e8te d&#8217;un segment de l&#8217;I-70, un grand axe routier, pendant pr\u00e8s de deux semaines, suivie de la r\u00e9ouverture d&#8217;une seule voie et de plusieurs mois de r\u00e9paration. En novembre 2021, les rivi\u00e8res atmosph\u00e9riques du nord-ouest du Pacifique ont fortement touch\u00e9 le sud de la Colombie-Britannique et le nord-ouest de l&#8217;\u00c9tat de Washington. Les rivi\u00e8res atmosph\u00e9riques ont caus\u00e9 des d\u00e9g\u00e2ts consid\u00e9rables le long des principaux couloirs de transport, \u00e0 tel point qu&#8217;elles ont coup\u00e9 toute la ville de Vancouver et ses environs du reste du Canada.  <\/p>\n<p>Chaque fois qu&#8217;un \u00e9v\u00e9nement se produit en raison des processus de changement climatique, les agences de transport doivent r\u00e9agir rapidement pour remettre les infrastructures en \u00e9tat de marche le plus t\u00f4t possible. Les programmes &#8220;Reconstruire en mieux&#8221; sont courants dans les communaut\u00e9s d\u00e9vast\u00e9es par des \u00e9v\u00e9nements climatiques extr\u00eames. L&#8217;am\u00e9lioration de la r\u00e9silience des infrastructures promet d&#8217;y parvenir, mais la question du &#8220;comment&#8221; reste pos\u00e9e. Le <a href=\"https:\/\/infrastructurereportcard.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">rapport 2021 de l&#8217;American Society of Civil Engineers (ASCE) sur les infrastructures am\u00e9ricaines<\/a> r\u00e9v\u00e8le que 43 % des routes publiques sont en mauvais ou m\u00e9diocre \u00e9tat, que 42 % des ponts ont au moins 50 ans et que 7,5 % des ponts pr\u00e9sentent des d\u00e9ficiences structurelles. Le <a href=\"https:\/\/urldefense.proofpoint.com\/v2\/url?u=http-3A__canadianinfrastructure.ca_downloads_canadian-2Dinfrastructure-2Dreport-2Dcard-2D2019.pdf&amp;d=DwQGAw&amp;c=euGZstcaTDllvimEN8b7jXrwqOf-v5A_CdpgnVfiiMM&amp;r=g_JmnNh1mHrecLeZ7bGEXwZz6mwYMW_GeEZpQgFs59M&amp;m=reUdluOyo0THzUw7Birp8YjOrlOVY5mNkB9tOQ6V-2A&amp;s=BpBavHqPE5_C63bwdaCKALy4O3YyhmyQeMITR4sppGI&amp;e=\" target=\"_blank\" rel=\"noreferrer noopener\">Bulletin canadien des infrastructures 2019<\/a> indique que 16,4 % des routes et 12,4 % des ponts et tunnels sont en mauvais ou tr\u00e8s mauvais \u00e9tat. Ces statistiques montrent qu&#8217;il existe de nombreux besoins et d\u00e9ficiences pr\u00e9existants dans le secteur des transports, et l&#8217;on s&#8217;attend \u00e0 ce que ces besoins et d\u00e9ficiences s&#8217;accroissent \u00e0 mesure que nous continuerons \u00e0 subir les effets du changement climatique.  <\/p>\n<p>BGC comprend que la demande d&#8217;am\u00e9lioration de la r\u00e9silience des infrastructures de transport face aux processus de changement climatique \u00e9mane de nombreux groupes, des gouvernements aux navetteurs quotidiens. Aux \u00c9tats-Unis, l&#8217;administration 2022 s&#8217;efforce d&#8217;am\u00e9liorer la r\u00e9sistance au changement climatique en investissant dans les infrastructures. Au Canada, certaines provinces ont impos\u00e9 la prise en compte du changement climatique dans les projets de transport, mais les modalit\u00e9s d&#8217;ex\u00e9cution sont laiss\u00e9es \u00e0 l&#8217;appr\u00e9ciation de l&#8217;agence ou de l&#8217;ing\u00e9nieur, et les conseils restent limit\u00e9s.  <\/p>\n<p>Le grand public plaide \u00e9galement en faveur de la prise en compte du changement climatique dans la conception des routes, des autoroutes et des ponts. Le risque est le produit de la probabilit\u00e9 d&#8217;un danger, de la vuln\u00e9rabilit\u00e9 d&#8217;un bien, ou de la probabilit\u00e9 qu&#8217;il subisse des dommages s&#8217;il est touch\u00e9 par un danger donn\u00e9, des dommages potentiels pour le bien ou les utilisateurs, et de la probabilit\u00e9 que le danger touche le bien en fonction des conditions spatiales et temporelles. La r\u00e9silience des infrastructures de transport peut \u00eatre am\u00e9lior\u00e9e en r\u00e9duisant la vuln\u00e9rabilit\u00e9 des actifs.  <\/p>\n<p>BGC soutient ses clients pour s&#8217;assurer que la r\u00e9silience des actifs est une priorit\u00e9 dans tous nos projets. Il existe plusieurs m\u00e9thodes pour r\u00e9duire la vuln\u00e9rabilit\u00e9 des biens, par exemple en les renfor\u00e7ant pour qu&#8217;ils puissent r\u00e9sister \u00e0 des conditions de charge extr\u00eames ou en les d\u00e9pla\u00e7ant hors de la zone d&#8217;impact pr\u00e9vue. Les effets du changement climatique sur les param\u00e8tres de conception g\u00e9otechnique des projets de transport sont souvent difficiles \u00e0 pr\u00e9voir ou peuvent \u00eatre trop subtils pour \u00eatre raisonnablement int\u00e9gr\u00e9s dans le processus de conception. Par cons\u00e9quent, les conseils pour int\u00e9grer le changement climatique dans la conception g\u00e9otechnique sont souvent limit\u00e9s.
